Popkov was a former police officer so had a good understanding of investigations which probably contributed to his anonymity over the twenty year spree from 1992-2012. Though the werewolf killer eluded capture for two decades, he was apprehended in 2012 and convicted of two life sentences. In prison he proudly claimed that he killed more people than Andrei Chikatilo. You can read the full story here.
